County Commissioners’ Meeting July 8

Due to a scheduling conflict, Garza County Commissioners met Friday, July 8 instead of the regular first Monday of the month.

Minutes from the regular meeting on June 27 were approved as presented.  The following items of information were accepted by the Court either as a written report or for discussion: District & County Clerk; Tax collector/Assessor; Justice of the Peace, #2; Texas Commission on Jail Standards Inspection Report; and Texas Commission on Environmental Quality: Water Availability.  Precinct and countywide accounts payable for June 28, 2011 through July 8, 2011 were approved. 

Trent McDonald, damage control technician for the Garza Wildlife Damage Association reported that due to drought conditions, the feral hogs are sparse.  Commissioner McDaniel commented that he had noticed many along the river beds.  No action taken.

The payment of the annual insurance premiums was discussed.  The Texas Association of Counties (TAC) Risk Management Pool policies considered were Automotive Liability, General Liability, Public Officials Liability, Law enforcement Liability and Auto Physical Damage for the current year’s premium of $40,832. County Lee Judge Norman explained that three county employees who are not eligible for automotive coverage do not drive county-owned vehicles.  The Commissioners voted to pay the premium as presented.

Judge Norman explained that the Caprock Regional Public defender office is based in Dickens County and Garza County; however, many other rural counties are being invited to participate.  Third year law students from Texas Tech University are utilized in the program under the supervision of licensed attorneys.  The remainder of this year and next fiscal year are at no charge for Garza County because currently the county uses a special grant to help fund public defender services.  Commissioners voted to enter into an Interlocal Agreement with the Caprock Regional Public Defender office as presented.

The Court considered sealed bids for county property located at Lot 129, Block 11, Bingham addition (112 E. 5th) in the original town site of Post. One sealed bid was submitted in the amount of $777.  County Attorney Mike Munk reported that total taxes owed on the property are $1008.60 and the adjudged value is $1500.  The Commissioners voted to accept the bid. 

The Garza County Extension office building lease agreement was discussed by the Court with Commissioner Gary McDaniel abstaining.  The owner is requesting $600 per month for a four year lease.  This is an increase of $100 a month.  The Commissioners voted to accept the lease agreement with the increased rent amount.

The county order prohibiting fireworks in the unincorporated areas of Garza County was discussed; no action was taken. 

The interlocal agreement with the City of Post was also discussed with no action taken. 

Commissioners voted to keep county road and bridge fees at $10.

The court voted to accept the Victims of Crime Act (VOCA) Resolution as presented. 

Three line item transfers were approved and no action was taken on the 2011/2012 Budget. 

During the Public Comment portion of the meeting agenda Judge Norman thanked the community for complying with the firework ban, burn ban and the disaster declaration.  He encouraged the public to continue practicing good safety habits.  Referring to business conducted in the June 27 commissioners’ meeting (see Garza Post story posted June 29 under News), Treasurer Ruth Ann Young informed the court that Constable Eric Cravy’s credit card was reinstated as all of the receipts in question have been provided to the treasurer’s office as required. 

The next regular County Commissioners’ meeting is July 25 at 9:00 a.m.
